Experience


Mr. Harris has over twenty five years of experience in managing programs and major projects with extensive knowledge of design, procurement and construction of industrial and public works for water and waste management facilities including canals, levees, surface impoundments and treatment works for groundwater, riverine and coastal resources. His background includes all phases of planning, design and construction and he possesses expertise in structures, process equipment and electrical systems for filter plants, pump stations and treatment works for turbid surface water, wastewater, minewater and dredging return flows.

 

He presently serves as District Engineer for the Velasco Drainage District supervising engineering for $2 million annual M&O and capital improvements for pumping plants, canals and levee rehabilitation. He provides design and permitting for public water supply wells taking from shallow confined aquifers in coastal plains and has supervised potable water filter plant additions for finished water turbidity control, high service pumping, and filter improvements taking Brazos River water susceptible to high turbidity, organic loading and salt water intrusion.

He was formerly a project director for Brown & Root where he coordinated inter-divisional services for numerous projects involving dredging, waste stabilization, slurry walls and high pressure pumping and grouting services requiring a comprehensive understanding of customer needs, applicable technology and regulatory requirements. He ran a technology demonstration program for Department of Energy to develop, test and evaluate prototypes for placing subsurface grouted barriers for ground water control in contaminated areas. He has served in executive and field assignments for project management and quality control for levee restoration, dam construction, demolition and dismantling, and building construction.

He formerly ran the Austin office for Mischer Corporation’s engineering subsidiary where he served as supervising engineer for major municipal accounts and over $70 million in capital projects for roadway bridge, drainage, water, wastewater and site development.

       1995 - Project Engineer for investigation and feasibility study for oily wastewater treatment and disposal at coastal fuel oil terminals for a Florida electric utility.

       1994 - Project Executive for economic proposal for control of 80M cubic meter per day minewater inflow at the 3400 foot level Konkola copper mine, Zambia.

       1993 - Executive Manager of Quality Control for 13 miles of slurry wall levee restoration for Army Corp of Engineers, Sacramento District.

       1992 - Project Manager, subsurface jet grouting treatment of radioactive soil for a dam foundation at DOE’s Oak Ridge National Laboratory.

       1991 - Project Engineer, dredging 100,000 cubic yard mixed waste pond for British Petroleum’s Lima, Ohio refinery.

       1991 - Project Engineer for dredging, pumping, mixing and packaging cement stabilized mixed waste at DOE’s Rocky Flats Weapons Complex.

       1990 - Resident Engineer, dredging 80,000 cubic yard contaminated soils and demolition for closure of Todd Shipyard, Galveston.
