Baker & Lawson, Inc. has served site development and public works clients since 1965. The firm consists of 30 personnel (operating in two divisions) with capabilities in the design of civil engineering site improvements, structural design of buildings and building foundations, utilities including water, water supply, wastewater collection and wastewater treatment. We have prepared complex drainage analyses including the Brazoria County Master Drainage Plan, the Clute Lake Jackson Channel Regional Drainage Plan and the Angleton Ditch 7 Regional Drainage Plan. The firm operates its own survey and mapping crews using state of the art satellite based technology. Additionally, Baker & Lawson, Inc. has assisted clients in complex permitting issues including drainage district approvals, Corps of Engineer permits, Texas Department of Licensing and Regulation permits, Texas Department of Transportation permits and permits from Brazoria County for on-site sewage treatment. Baker & Lawson, Inc. has prepared community master plans for the City of Angleton and for master planned communities throughout the Texas Gulf Coast. Baker & Lawson, Inc. has its headquarters in Angleton, Texas with all offices also located in Angleton. The firm has contracts with a large variety of clients, ranging from the design of multi-million dollar highway improvements to small site plans for commercial clients. Baker & Lawson, Inc. has design build or construction management contracts underway in several areas, including a modification to S.H. 332 which, to our knowledge, provides the only example of a design build project on the State Highway system. The firm has an extensive background in public/private interaction involved in real estate development. Beside extensive experience as the consulting engineer to private developers, the firm’s principals and supervising engineers have a unique perspective due to Baker & Lawson’s service to public works agencies in south Brazoria County. The firm’s president, Herbert S. Smith, P.E. serves as City Engineer for the City of Angleton and has previously served as City Engineer for the City of Brazoria; Douglas Roesler serves as District Engineer for the Angleton Drainage District and Douglas Harris serves as District Engineer for the Velasco Drainage District (Lake Jackson area). Mr. Smith will assume the duties of District Engineer for the Varner Creek Utility District in January 2001. These assignments provide Baker & Lawson, Inc. with a complete understanding of the needs of public agencies in regulating development within their political boundaries. Baker & Lawson, Inc.’s background in the planning and design of public works, along with its unique perspective developed from its role in service to agencies directly as their engineer makes it uniquely qualified to address the infrastructure needs of new projects or growing communities. We have preformed community wide water network analysis for the City of Angleton which governs its water distribution capital improvement program, sanitary sewer analysis that the City of Angleton uses in its ten year sewer replacement project, we have assisted the Cities of Angleton and Brazoria in obtaining grants from TDHCA, TxDOT and DPS for infrastructure needs and worked with private interests in the master planning for Plantation Village (Lake Jackson), Heritage Oaks and Rancho Isabella developments (both in Angleton).
